Guild sharing scouting data

After the introduction of auto scouting and scouting reports, now upgraded guild members are able to share scouting data.

To have access to the shared information the player must have an Upgraded account and the "+" permission on the guild.

There is also now a report to see how many regions have guild members scouted in the last 7 days.
